Defend ability "Damage Dealt (%)"

Is it me or doesn't the "Data - Damage Dealt (%)" do anything?
Because when a ranged attack is reflected to the enemy unit. It always does full damage.

What it does is decrease the attack damage done by the unit with Defend, as if it can't hit as hard while trying to defend.

I'll just add Elune's Grace to certain enemy units. Configure it so that they receive less damage from ranged attacks.
