Frost arrows on melee hero

Hey i've noticed that when i add frost arrows to some melee hero (Death Knight etc.) he just get bonus damage, but no slow effect... is there any other way to get sth like this?

Arrows ability (Frost, Searing, etc.) don't work on Melee attackers.

EDIT:
Base the ability from Immolation.
When a unit is attacked, check if the attacking unit has Immolation buff.
Then check if he has the required amount of Mana.
If he has, then remove the Mana needed, and use dummy to cast Frost Nova (deals no damage and no 'exploding ice' effect and has 1 AoE)

hmm... that could do job, but i dont like when attacked triggers... :S

That's the only way I'm capable of :S
Using 'is attacked' isn't accurate and can lead to abusing 'S'.

But it's just a slow, so the abusement problem is ignorable.
For the accuracy, you can give the Frost Nova spell a casting time equal to the unit's Animation Damage Point.

i couldnt find edit buton (and i still dont see it)
i still dont like this way of solution, better to find other spell then doing that

Well, that's the only toggle-able spell I can think of.
Or do you want to try using Robo-Goblin?
It might work. Give Frost Attack to the Robot version.
