Howcome this talent guide says '5/2' or 3/1' etc?

I was looking at talent guides for my level 19 warrior and saw this and was confused:

Some of the talents are shown as being over their maximum.
I would have thought the denominator in the number cannot be exceeded but this talent guide shows it has , e.g. at the top of the Fury talent tree, 'Booming Voice' is at '5/2' so how did the guy manage to get past the max of 2?

Hope this makes sense, please someone explain!

They have a number system, lists each of the talents in order (left to right, up to down) the first of the tonnes of numbers is for the first talent, if you set it to nine, it shows it as if you had it on ninth rank, but the description is "undefined". I think that the URL linking is just screwed up somewhere.
