Ramp Tool! y u no work?!

The ramp tool is being a bitch, This map is as symmetrical as I can get it and on the other side the ramp tool would work in the exact same type of area, yet not here - Ideas?

I genuinely believe that the ramp should be working according to them pictures.

So here's what you could try. Copy a square piece of terrain just a little bit larger than the green square in the picture. And paste it over the top of that ledge (removing the ledge). Redraw the ledge and try the ramp again.

EDIT: Don't just remove the ledge the normal way. As it won't erase any terrain memory that's causing your error properly.
