Well, is there a neat trick to make a that do like this.

The target unit will be confused for 15 seconds. This confused target will be tinted semi-red. It/He/She will randomly attack a target, enemy or not, and will only stop when the "randomly attacked" is dead or the effect subsides. If the "randomly attacked" died, the Confused will randomly attack another one.

The confused unit is still friendly to the owner but it's acting like hostile.

Any ideas?

If it was exactly what you wanted would you have requested? NO
So you can modify it.
And you edited out the part about the lightning Zig Zag.

I said I based the spell on Chain Lightning
and I modified to work like fireball (with no stun)
Leave it be.

What I want starts on the second paragraph

Should work.

Trigger:
  • Confusion
    • Events
      • Unit - A unit Starts the effect of an ability
    • Conditions
      • (Ability being cast) Equal to (==) ('A000')
    • Actions
      • Set Target = (Target unit of ability being cast)
      • Set TempPoint = (Position of Target)
      • Unit - Change ownership of Target to Neutral Hostile and Retain color
      • Set TargetOwner = (Previous owner)
      • Animation - Change Target's vertex coloring to (100.00%, 75.00%, 75.00%) with 0.00% transparency
      • Wait 15.00 seconds
      • Unit - Change ownership of Target to TargetOwner and Retain color
      • Camera - Pan camera for TargetOwner to TempPoint over 0.00 seconds
      • Selection - Select Target for TargetOwner
      • Animation - Change Target's vertex coloring to (100.00%, 100.00%, 100.00%) with 0.00% transparency
      • Custom script: call RemoveLocation(udg_TempPoint)
