EDIT: That is to add a more "projectile" type of feeling to it (now it seems more like an arrow used for spells rather than a missile that can actually be used for heroes, and in some cases, units).

Most definitely - it really gives the arrow a lightning-y feel

Hmm I still would make some things different.
I attached a pic to this post.
I think the bluish glow inside the red circle should be removed because it is in front of the arrow and just doesn't fit there imo.
Also I think a cone form for the lightning effects would rather fit the idea of an arrow rather then a round one. However I know that you used the lightning orb effect for this model so I dunno :<
