Hey, how to i make it so that at level 5 you gain a skill in the actually spell book, so the hero doesn't get the skill, it goes inside the spellbook ability?

Hi, i'm doing a dungeon for an rpg. I have the event as if a certain player says -enter, but how do I have it check if the player is a hero and if the player who said it was standing in the region. And how to I make it moves all the heroes in that region to the center of another region?
How do i increase the max level past 100, for some reason i went to the gameplay constants and tried to increase it past 100 put it doesn't let me. How come i've seen rpgs where they can get to level 300?
I'm using the blademaster skill mirror image but calling it summon ally. The hero that uses it is Far Seer so i make it to like calling nearby allies. I changed the 'special' characteristic for the skill to Far Seer so he just stands there then splits into 2 Far Seers.
