I am attempting to make custom items, and I need a way to remove the borders and add them (the difference between passive abilities and regular abilities). I was given the IconBorderPack.psd, what version of psp do I need to use it? Or, are there other ways to change icons around?
I understand how to create/import/create icons, but how can I make it so an icon has no border (so that it looks like a passive) and how to make an icon have a border (so that it looks like a spell).

Do the abilities that you add to the unit for this situation count for their normal abilities. What I mean is :

Event - Unit learns a skill (ABILITY)
Conditions - Learned Hero skill equal to (ABILIT)
Action - Set (HERO) equal to unit learning hero skill
now how do I give him the buffs with additional actions? I cant find ones that give armor or anything
