Well if you're going to use a stun spell purely for the purpose of stunning a unit,
keep it at level 1, and change the stun duration to the highest value you need.
Then, with triggers, you can remove the buff after a certain amount of time
that relates to the level of the spell being cast by the caster.
For ex, let's assume I wanted a Storm Bolt to stun for 6 seconds max.
I cast my triggered spell, at level 3, and I have the buff removed after 4.5 secs.
My triggered spell could reach level 4, but, to be logical and "even", 6(max stun dur)/spell max lvl = 1.5,
so 1.5/3/4.5/6 would be the math being the stun duration/lvl.
Well that was a fairly plain ex, but I'm sure you've got an idea now.
