It has been pointed out a few times in the past that after installing DirectX, the DIrectX sound is set at debug level two.
Download the attached direct X control panel file unzip it and place it in your control panel. Execute it click on direct sound and slide the debug slider all the way to the left. (note: if you cannot put files in your control panel you can place this file anywhere and execute it from there.)
Running at debug level 2 will waste some system resources and cause some minor lag.
