Experience gain problems

Ok I have these 2 triggers:
Trigger:
  • Lvl Cap
    • Events
      • Unit - A unit Gains a level
    • Conditions
      • ((Triggering unit) is A Hero) Equal to True
      • (Level of (Triggering unit)) Equal to 18
    • Actions
      • Hero - Disable experience gain for (Triggering unit)

and this trigger
Trigger:
  • Lvl Cap off
    • Events
      • Unit - A unit Acquires an item
    • Conditions
    • Actions
      • If (All Conditions are True) then do (Then Actions) else do (Else Actions)
        • If - Conditions
          • ((Hero manipulating item) has an item of type Sacred Relic) Equal to True
        • Then - Actions
          • Hero - Enable experience gain for (Hero manipulating item)
        • Else - Actions

now the problem i have is that when the heroes in my 12 player map don't get the item they still keep on level. Not always some stop while others levels and it's not specific heroes, it random. Stop how do i make it so they stop for sure until they get the item?

I'm not sure about your problem. As I have seen everything looked well. As I have test in my own map, it works !! I think your problem is you don't have the trigger "When unit loses an item of type Sacred Relic". Maybe some heroes might have acquired Sacred Relic at level 18 and then dropped it but the exp is still enable for them.
