Personal Sever Possible?

Hey, I'm trying to make a mod for Oblivion based around the Warcraft world. As I don't really like WoW, I can't really get the screenshots and things I want, and I don't want to pay for it if I don't have to.

So is there a way to set up a personal server for just myself without using a computer to solely act as the server? I just want to play it by myself to get the screenshots and see what everything looks like so that I can make my mod look how it should, and don't really want to deal with getting onto someone else's private server.

Yes, it's possible - just one google search should get you there.
You can also try using tools like wowmapview to do this, it should allow you to see how the world looks like without actually playing.
