Spell Mana Cost

I don't play WoW anymore, but am trying to duplicate them for WC3. My question is, when I looked at the spells I noticed there was a % base value. All the spells I researched seemed to do this. Like lesser heal for example, takes up 36% of base mana, according to wowhead.com. In-game, does the spell actually use up 36% of your hero's mana, or does this mean something else? Thanks to any responses.

I found a new source which gives actual values. Does anyone know what they mean by 'base mana'?

I think, your base mana is when you take all of your gear and removes all your buffs. Then you should have your base mana.

Cornface is correct. With all your gear on, said spell will not take the whatever %

36% for a caster at 70 is like 200 or so
