more probably speaking for itself, GUI have no such function containing anything related to cursor.
I'm not sure about v/JASS, but you can try check out the EGUI project - there's a trackable variable thing there. Take a look at it and see if thats something you might be able to use?

I believe RtC can do this... not sure though.. :)
EDIT:
Checked and they have a native that ( I think ) checks the cursors current position. I just dont know which. :)

native GetMouseTerrainX          takes nothing returns real
native GetMouseTerrainY          takes nothing returns real
native GetMouseTerrainZ          takes nothing returns real
native GetMouseScaleX            takes nothing returns real
native GetMouseScaleY            takes nothing returns real
native GetMouseScreenX           takes nothing returns integer
native GetMouseScreenY           takes nothing returns integer

But beware, using RtC will make your map not function properly on Battle.net for people who aren't using it themselves. That's probably why it's so rarely used.

not if everybody who wants to play your map is using RtC as well. if somebody does not use RtC he cannot play your map if you are using RtC functions.

If everyone you're playing with on LAN is using the launcher RtC provides, yes.

No difference from Battle.net.
