Whoi to let a tower attack both air and ground with a different attack

I made a tower, wich has 10 damage against ground units and 100 damage against air units. the first attack shouldn´t ba able to hit air units now because i deactivated it, but it still attacks them and the second attack doesn´t work....why?

Change the "tagets allowed" for Attack 1 and Attack 2:
Attack 1: Ground
Attack 2: Air
