It's water placed without the water height limit. Try raising the height of the ground surrounding the water, other re-place the water.

I'll say what Bogrim said in newbier terms.
Raise the terrain so that it looks correct, so that it's the 'normal terrain height' as the areas around it. Then do "Place Shallow Water" with the cliff, then raise the cliff level, then lower the ground.

How is that "newbier"? If anything, its harder to interperate.

In any case, he has it in two forms which should be easier.
