a shoutout board, anyone interested?

well, i've been hanging around TH again and i've noticed something...

there are times when there's just no activity around... maybe because of my time zone? hehe...

so here's a suggestion: could we add a ShoutOut?

it's a little forum tool, like a public chat/board system.

but it can be used by anyone on the page.

a good solution for talking with someone, calling attention, etc.

so what can you say about this?

well, the chat is suppose to be the 'shoutout'
the reason it has rep requirement is to filter out spammers (I think?), so a shoutout box may face the same problems?
