About Animated Avatars

I can't use animated avatar's as my avatar. But in this site, the ready-made avatars seems to work when you use them but when I upload a animated one.

This pops out:
You can't use animated .......

Can't you use uploaded avatars?

For example this one: ( I wanted this to be my avatar )

With reason.
One of the reasons can be seen in the attached pic up here...

Given they are a complete pain and major annoyance, they are reserved to "higher" members.

Also the avatar must be below 75 kb and I'm sure that's at least 200 kb.
