Avatars are there to hide a person's identity. An avatar is used in place of a living being (doesn't have to be humans, you know?).

Therefore, if avatars are to exist, then there is a possibility that a living being with a high intelligence which is able to control an avatar existing. The only living being with a high intellect are the humans on Earth.

Else there may be a new breed of living beings with a high intellect, just like us, out there.

If an avatar is fake, it means something is controlling the avatar in such a way that makes us feel as if it's fake. If it's true, the avatar could either be controlled by a sophisticated AI, or a living being with a moderate intelligence. The latter case is extremely rare, to the point that it doesn't occur in nature. And as for the former case, a sophisticated AI is something Japanese strived to accomplish.

Thus, in all truthfulness, when an avatar is fake, we can assume that someone wanted the avatar to be fake, therefore relies on AI to do the controlling, and let that person use the fake avatar to accomplish one's own desires.
