He's referring to the skill listed here (http://www.playdota.com/heroes/batrider) that causes damage and knockback in an area.
In order to capture the essence of the skill you'll need some kind of missile system in order to make the bottle flying through the air (sadly I have no experience with that). Aside from that, all you need to do is use Unit - Damage Area to deal your damage and a knockback system using the target point of Flamebreak to knock enemies away from.

I have reported it - I was wondering why nobody I have given sigs to over the last few years have used them -

Ghan has said he has fixed this. Monovertex please confirm this fix. This was only a problem with people that had signatures in the upper levels like not the special members but the respected members.
