1.please tell me how to make a unit (for example a footman) a hero
2.how to rise the max level of a hero(example 20levels not 10)
3.how to make a skill to be able to be leveled more than 3 times

• You can't convert an ordinary unit into a Hero. The only way to create a Hero is to copy-paste another Hero to make a custom one. You can just tailor-make the Hero so that it can be a footman or whatever etc etc.
  
• To set the Hero Maximum Level, go to Advanced>Gameplay Constants. Then find Hero Maximum Level.
  
• To make a hero skill levelable more than 3 times, simply set the Stats - Levels field of the ability.

5. You need to make regions for everywhere they shall go, and then once they enter a region the use the action: Make unit Attack-Move to "Your Region"! (this is and Issue Order Tagetting a Poit i think

You can't save a map without start locations, even if you want to. If you save the map, it will automatically create start locations.

For the creeps; Create a trigger with the following actions.

Events
    Any event you wish [Self-explanatory]
Conditions
    None
Actions
    Unit - Create 1 [Unit Type] for [Player] at Center of Region facing [Angle] degrees.
    Unit - Issue Attack order to (Last Created Unit) at [Creep Attacking Point]
