Hero's max attack speed + cooldown related

I know that Animation backswing and damage point gives the max attack speed, but somehow this dosen't apply to heroes, it seems for a hero with 2 seconds cooldown attack speed has more attack speed than a hero with 3 seconds cooldown BUT they have the same animation backswing and damage point. Both have max agility.

So can I ask this, there must have a max cooldown reducement on heroes, how much is that?
