How do you add unit effects

I would like to know how you add effects that attach to a unit or hero, just like in DotA how the Lich has got ice breath on him!!
could someone tell me how to add attachments like that plz?

Special Effect - Create special effect on *unit* -body part- with -any effect/unit/attachment-

You don't have to use triggers
you can use the unit ability called "Sphere"

Change the Art - Target to what effect you wanna attach
Change the Art - Target Attachment Point to where u wanna attach it (eg. hands,right or hands,left or origin or overhead)
after setting everything, add the skill to your hero/unit
