How can i make an item ability that has a 5% chance on hit to give the wearer a 50% increase in movement speed and a 20% increase in attack speed?

You can make upgrade which increases speed or ability
I don't have world editor out infront of me right now but i'll attempt this

Condition
Unit is attacked
Set <variable> = a number from 1 to 100
If/Then/Else
If Condition
<Variable> lower then 5
Then Action
Change Attack Speed Upgrade to level 1
Wait (Whatever)
Change Attack Speed Upgrade to level 0
Else
Do nothing

Be sure to add upgrade to the unit
TechTree-Upgrades Used

If you're still having trouble i'll get it out and make it clearer
but this should get u started

Critical Strike has a percent to do X times more damage.

The skill requested has a 5% chance to increase movement speed by 50%, and Attack Speed by 20%

You could make a trigger that makes a dummy unit cast the buff on the hero when he attacks?
so taking RedRage's idea:

Condition
Unit is attacked
Set <variable> = a number from 1 to 100
If/Then/Else
If Condition
<Variable> lower then 5
Then Action
Create Dummy Unit blah blah, Cast buff on hero, etc etc?
Else
Do nothing

Buffs don't do anything.

But if you mean to cast an ability, you could, but you would need one to increase speed, and the other to decrease speed back to normal. I think upgrades are easier :D

What do you mean? If the dummy unit cast something like Bloodlust on the hero it would increase attack speed, and you could modify it couldn't you?

Yes you could, but buffs (little icons on the bottom of a unit) do nothing, just information.

As for bloodlust... I guess it would be a good idea.
