Do you mean when you turn on/off auto-cast abilities ??
Then you need to use orders, like here's an example with searing arrows:

Trigger:
  • Auto Cast
    • Events
      • Unit - A unit Is issued an order with no target
    • Conditions
    • Actions
      • If (All Conditions are True) then do (Then Actions) else do (Else Actions)
        • If - Conditions
          • (Issued order) Equal to (Order(flamingarrows))
        • Then - Actions
          • Game - Display to (All players) the text: ((Name of (Triggering unit)) + ( ( + ((Proper name of (Triggering unit)) + ( ) + has turned on Searing Arrows!))))
        • Else - Actions
      • If (All Conditions are True) then do (Then Actions) else do (Else Actions)
        • If - Conditions
          • (Issued order) Equal to (Order(unflamingarrows))
        • Then - Actions
          • Game - Display to (All players) the text: ((Name of (Triggering unit)) + ( ( + ((Proper name of (Triggering unit)) + ( ) + has turned off Searing Arrows!))))
        • Else - Actions

I did.

I want to customize "Frost arrows" to make them do another things. I wanded to effects to be only when spell is turned on or cated, obviously...

I think komagtion has done the code for you already :D Just change the action codes.
