I went on World Edit to look at the Skinning and Loading Screen Tutorials, and it says the tools i need are Warcraft Image Extractor 2 (I already have) and ULEAD Photo Impact, theres i link i can use to download it, but i dont wanna try it yet cuz im not sure if ULEAD is free. Or has a bunch of spyware or something. So my question is, is the ULEAD Photo Impact Download Free?

Other than the fact that it is free, one advantage to getting the GIMP is that there are quite a few people on here who use it, so if you need help sometime, there are more sources it can come from.
