A 36-year-old Portage woman who claimed she was pulling a young boy and girl on skateboards behind her car when one fell and was injured was actually driving 30 mph with both children on top of the vehicle, a witness reportedly told police.
The witness "stated the little girl said 'Hi' then 'I'm going to fall,'" before crashing down on to the street and being knocked unconscious, according to a charging document.
The witness "stated that he observed Katy (Newboles) get out of her vehicle, grab Victim 1 by one of her arms and drag her towards the vehicle," police said. The witness "described Katy as screaming and yelling while she put Victim 1 in the vehicle before driving to her residence."
The child suffered a skull fracture, concussion and multiple abrasions to her shoulder, foot, elbow and flank, police said.
