I think that question is unanswerable since it is a loop.
Not sure how that would work, since I've never played a riddle map before.
It really could be answered either way, or not at all.

but doing anything includes being able to lift it, no matter its weight

or, he can, because he can create it for that moment when he's unable to lift it, even though he can make himself stronger afterwards.

this reminds me of the story in I, Robot where the two guys are in the ship and the computer understands that they'll die, but after death they will come back to life. yes he can make it too heavy for himself, but he can also make himself stronger afterwards.
