Skin editing with GIMP

I have the GIMP image program. It can save image in almost all types. I want to make a spot in the converted .BLP -> .BMP image.

What must I do to make a selection become transperent and that the team color will appear there. I tried almost everything in:
Calque -> Transperence.

Also, do you want to add team color with skinning? You can't, but you can add it via model editing.
