Sound Editing Program

Ok guys, I'ma need your help out here.
I'm looking for an easy and free program that can edit sound files, as well as one that allows me to convert MP3 into WMA. It does not need to be advanced or something, all I need to do is cut out certain parts of certain sounds. No complicated editing, just that. Can any of you tell me where I can find such a basic sound editing program, as well as such a converter?

Yep, Audacity is the way to go if you want to edit sound stuff for free.
