Sound Spell

Can anyone help me?
I wanted to make a spell that whenever the hero casts that spell
The entire map will hear the unit's certain phrase sound

There's a field in the Object Editor called 'Sound - Effect Sound'. change that to the required sound and you should be good to go

He wants the entire map to hear it.

Use a trigger
I don't have WE open so not sure if this is totally correct but there is something like this afaik.
Sound - Play sound [your sound - find one you like] for All Players

Yea use a trigger like Quauhtli said, but care to make that the entire map hears it you need to change the properties in the sound editor to NOT 3d sound else it wont work,

you can just use the Play Sound action in GUI then
