Terrain cliff problem

Well the problem is, I'm trying to make a river starting in the shown area... but the coast just won't go down to water level. Like the cliff just will not go down, it spazzes and stays there, not allowing the water to "flow" into a river... I also want to put shallow water as the "river". Thank you.

Use a ramp, and make the cliff leading in to it more even (straight line). then, use the raise and lower tools to make a smooth effect and give it texture.
