Actually, you have no idea if it does or not.

Task Manager doesn't tell you that.
Memory allocation doesn't work like you seem to think it should.
Task Manager is the very reason why you're seeing the weirdest theories on w3 memory use.
String leaks are nothing to worry about.
Having fixed strings in the string table or in the trigger file makes no difference when it comes to using them.

PS: now that I think about it the task manager really doesn't show proper memory usage, because of garbage collection war3 could be holding
extra 50mb from operating system, but have that memory internally free
for his games..
