OK, my mouse is having an error.

First of all, my mouse is an Old Technology, which means it has a Ball inside.

For picture, here
But not the same model, it's model is Acer, PowerScroll PS2

Here comes the problem, my mouse can't go up.

If don't understand, read:

My mouse, when I move it upwards, my mouse stops while its moved.

I asked my brother, but no help.

So, please help, thanks:)

Common problem with ball mice, clean the ball part of it. If that still doesn't work, you're going to need to get a new mouse.

I recommend you get a new mouse. Buy one without a ball. They cost like what, 10-20€ top?

Well, I did buy one, no, two actually. (the electronic ones)

But then these two have problems too,
for example, the first mouse, when I plug it in the computer, it works, but then the light's gone and then is like broken.

The second mouse is working fine, but the left side of the mouse, when you click it, it reacts like you've clicked 5 times more.
It's like when you double click a file which has a file in that file, you click it twice, you will go into the second file and might even starts/open the file/program in the second file.

Sorry for too complicated info, but thanks anyway.

I would try buying a mouse from a well known company like logitech. It hasn't failed me. If something wrong there its a setting.

Sounds like your having problems with your USB drivers. Try changing your settings in the windows control panel.
