Since your making Element Weapons I would take Overlay.
The blue colour arround the Axe underlines the Element Water.

If you prefer creating a Fire Axe pick Color since there is Red glue arround the axe.

Overlay, it has cool effects. Don't really like the color one. Hue looks good also but I would stick to overlay.

use overlay, desaturate it, use gradient map or photo filter, so you can mangage color for elementals
you can start with hue too , because overlay lost some details
