+x skill points at level=x? and form question

im trying to make it so at level ten, heroes get +3 points (for total of 12)

also im making a hero w/ crow form, and want to make it only effected by
hero type attacks (in said form)

and while im at it, (for the sake of "one stop shopping")

im making an OP hero and was wondering if a can make it count as having 2 heroes (toward hero cap)

 Level of (Triggering unit) Equal to <the level you want>

Actions
 Hero - Modify unspent skill points of hero: Add <number of points>

That's pretty much it.
