Is there a possible way to detect when an enemy unit is effected ( aka damaged ) by lets say shockwave?

Not that I know, as Shockwave doesn't leave any buff on the units.

Well, you can't detect if an unit has been damaged by Shockwave (because Unit takes damage cannot detect if the damage was physical or magical), UNLESS...you trigger this shockwave. A triggered shockwave that leaves buff on affected units.
