loadwc.exe and webcheck.dll are used to manage subscriptions and user profiles for IE4/5/5.5. (I can't seem to find any info on this for IE6)

If you don't use subscriptions or user profiles, you can get rid of it.

This "parasite" is executed via the following registry key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

BrowserWebCheck="loadwc.exe"

This key can be safely removed - however, if you experience any problems then just add it back in.

ps: I've also renamed loadwc.exe and webcheck.dll with no adverse problems

After checking this out, it has some added benifits too, besides helping kept some privacy, it also free up some resources the loadwc.exe seems to grab. I safely deleted the two files in windows/system.
(Of course I made backup up copies to make sure I made no problems first)
Webcheck.dll seems to be protected, but I managed to delete it thru safemode.
This seems to be one of those hidden resource hogs.
