Alright go to:
Player
Settings
Upgrades
From there you can select any of those upgrades (weapons, armor) for each race. They should be on default set to 255, if they aren't, change the second box 'Default Max' to 255.
If you were talking about instant upgrades, you need to set the time for the upgrades to 8739.
Set it in:
Scenario
Upgrade Settings
Player
Settings

Ghan has said he has fixed this. Monovertex please confirm this fix. This was only a problem with people that had signatures in the upper levels like not the special members but the respected members.
