Overload is correct Turrets are used for units with moving parts, such as hellions, motherships and, well missile turrets.
What your looking for is the "Weapon - Allowed Movement" section on the weapon you want to allow movement for.
You can set it to moving, slowing or none.

I'm having trouble finding anywhere in the editor to control the change an addon between an active and inactive state(ie when it has a building attached or not)
