A question on spellbooks

Hey, I"m working on an RPG in which the heroes have spellbooks. Although I"ve got the spellbook working and all, I want people to purchase upgrades in order to be able to use those spells, similar to purchasing spells in WoW. Now, here"s my problem:
1 - How can I make it so they can only purchase certain spells when they are of a high enough level? (e.x., hero must be level 8 to learn Fireblast, and level 10 to learn Firewall)
2 - Is there any way to make the spells level up from another upgrade at a later level without adding the next level of that spell to the spellbook? (Or maybe, I suddenly realize, I could probably just make all the spells hero spells and when they get the second upgrade I coudl set the level of the ability?)
Any help that could be provided would be greatly appreciated.

lol, just like my rpg ...
ok 1st you make the items ( i use tomes ) and you make a trigger
event -unit aqquires an item
conditions if all are true
-level of hero manipulating item(HMI is used as im lazy ) equal or greater than ( your level)
-item being manipulated is <ur item>
then
set the level of ability for HMI to level of ability of HMI + 1

Sorry, I didn't specify this earlier; my heroes don't have Spellbooks <Item>, they have the actual Spellbook ability; your solution doesn't seem to work, as it doesn't add the spell to my hero's spellbook ability.

Well, give all players spellbook and add all the spells in them and then disable the spells in map ini. If a player purchases an item, check the item and enable the right spell in the spellbook.

im not sure i understood, but can't you just have them as a upgrade?
and if you are below the needed lv when you upgrade the upgrade is canceled?

You cant undo an upgrade.

err yes.. my heroes have the spellbook ability too, not items, the items are just there to help increase the level ... exactly like wow.. buy a spell

r u meaning like in defi4nc3's orpg where once u hit a lvl taht abilty is added 2 ur spellbook?
