A unit with vision of abilities

How would make a unit that any player has visibility to its abilities?

If possible, without changing ownership. I want multiple players to be able to view the same hero.

Below is an example of my request. The Death Knight's abilities are shown but are not allowed to be used.

What about enabling/disabling the abilities that can be used?

I believe there is a trigger to remove items from being sold from shop. it may be under abilities (units)
