Cooldown for triggered passive spell

I have got a triggered passive spell, and I was wondering if there was a way to compare cooldown remaining for a hero spell (the passive spell) and check if it is equal to or less than 0?

There is no way you can detect remaining time in ability/unit/item cooldown using triggers. You probably need to use some other workarounds. Like using waits, timers, etc. Those won't be accurate though. It also depends on what you intend to do.

Passive spells have cooldown?
Orb of Lightning? Reincarnation? Anyway, you can't detect either.
