Entangle Roots

I made a ground unit be targeted as a ground unit and gave it fly movement. Entangled roots can't target it. I tested with letting entangle roots target air, but it didnt work.
Looking to figure out how to make entangle target that unit

A spell that makes a unit unable to move and lets it cast spells

Ensnare kinda lands the flying unit, which kills the purpose of it flying
I need it over a tree

I have an idea but I won't try it myself because it;'s 4 am but I think you could make a channel spell with 1 target that places a buff and with triggers reduce movement to 0 while the buff lasts and remove the attack from the unit . IDK if you've seen deafening blast effect in DotA that makes units unable to attack by removing the attack from the unit and uses a special effect like when NPC have something to tell you .
