How do I Prevent a Lack of Town Hall from Revealing You to Your Enemies?

I can't find anything in the triggers that causes it, so it must be tied into one of the melee triggers. Which one do I take out? Or, is it somehow not tied into triggers, and I merely have to use a trigger that contradicts it?

I think that would be the Victory Conditions trigger. Try that one.

Melee - Enforce Victory / Defeat

Or, if you still need that action, add your Hall as "techtree - dependency equivalent" on the human Town Hall.
