How to change user interface?

Hello, the title tells it all, so how to change it?
I saw De.Facto's map 'Chernobyl-Lost Riddles' has their own custom user interface...

Can anybody tell me how to edit them?

interface options are on the menu somewhere.

but i think you mean like the toolbars and how everything looks (menu's etc?)

if so, then search for some tutorials, there are many different ways.
