Well... hmm.. good luck... i checked the triggers... it was so advance that i don't know even where to start....

make the triggers simple like...

time elapsed 5 seconds

action

create 1 in red start
create 1 in blue start

and so on.

Code:
Spawnage
    Events
    Conditions
    Actions
        Set SpawnPoint[1] = Region 000 <gen>
        Set SpawnPoint[2] = Region 001 <gen>
        Set SpawnPoint[3] = Region 002 <gen>
For each (Integer A) from 1 to 3, do (Actions)
            Loop - Actions
Unit - Create 1 Footman for Player 1 (Red) at (Center of (Playable map area)) facing Default building facing degrees

Something like this will work.

Why did you set the regions and not use them. :p

For your question, are you sure your triggers go over all the spawn points?

1. Trigger - Turn spwans on teal
is turning on it self not the spawner movement

2. moving regions never ever worked for me it's probably better to find a diffreant way.

If you want to something fast, do 1 simple trigger for ALL your levels:

- If player 1 red controller = user and slot status = is playing then create 1 Unit_Level[level] for player 12 brown at red start
- **player 2**
- 3
- 4
etc...

And unit_Level = unit type variable with array. Array is your level, which is an integer (no array.) And in map init, you set Unit_level[1] = this unit, Unit level[2] = that unit, etc... and you raise your level by one ever X seconds. Here joo go.
