Item won't show cooldown

OK I have two items that I made based off of the same item. Everything about them is the same (except the ability that they cast when used) but one of them shows the cooldown bar going around so you can tell that it's cooling down, and the other one DOESN'T gragrararaa. Even when the other one doesn't look like it's cooling down it IS. It won't let you use it again until it's cooldown is up, but there is no traveling bar going around to let you know when that is. Any ideas?

move the "active" ability to the top of the ability list of the item.

Does your item have a bash-like or critical strike ability? These two won't show a cooldown on an active item ability. Example: Scroll of Town Portal and Bash. The cooldown doesn't show (well, at least for me).

Put your abilities into "Active" Abilities and then make sure your item abilities have cooldown.

Tom Kazansky has the right of it. The item will not show a cooldown if the active ability is not at the top of the ability list. Ya learn somethin' new every day.
