Tutorial Mini-Tut: Engineering Upgrades

The things is, mini tutorials cant be considered as tutorials which could be approved
and moved to the Repository because they simply lack content.

The only way such mini tutorials could be approved, if they would contain
information about more abilities (or the topic they are talking about).

now is better.

I found it useful, I had never used egineering upgrade because i figured it was easier to just trigger in the difference, but I think this could be alot quicker / more useful in certain situations.
