Anything possible in WEU is also possible in WE. By textures you mean terrain tiles, or something else?

Use the trigger editor and this action:

Environment - Change terrain type at *Somewhere* to *SomeTile* using variation *SomeInteger* in an area of size *SomeInteger and shape Circle

There are also several programs that allows you to extend the tile limets, including WEU, Grimoire, and some stand alone programs.
